The Qualification Criteria to participate in the Olympic Games is decided and regulated by the ISFs, in this case Federation Internationale De Gymnastics, under the Olympic Charter of IOC, International Olympic Committee.
This is based on the results of various Championships, like World Championships, International Championships, Continental Championships etc.
This is outside the purview of NSFs, in this case, Gymnastics Federation of India.
